We don't know yet. There would need to be at least another arm11 kernel exploit, which even then would only get you access to legit cia files. For cfw we would need a new arm9 kernel exploit, which may not even exist.

No, if you could downgrade, you could get CFW, and since you can't get CFW, you definitely cannot downgrade
