Here is the deal, I have followed this guide to a T (several times in fact) and basically once the system is downgraded to 2.1.0-4 via SafeCTRLTransfer the instructions say to go to the web browser and enter http://2xrsa.3ds.guide in which point its suspose to launch SafeA9LHInstaller however after repeated attempts and clearing both the browser cookies history and initalizing save data for the browser, as well as deleting the files in the Nintendo 3DS Folder (for safe measure) i get where the arm11.bin file loads according to the browser, the screen blips and then freezes, it still shows the blank browser screen on both the top and the menu(s) on the bottom screen but nothing responds, not even pressing select, now when I manually add the old arm9.bin and arm11.bin files to the root of the SD card the browser will load OTPHelper, so I can still dump the otp.bin file but I can't get a9lh installed ... any help would be appreciated
again ive tried on 2 different 3ds's with the same exact results with the current files in the guide as i used all new (updated) files linked in the guide
EDIT:: Solved the Problem and here is how (I don't know how to edit the title to solved)
So the Issue was with the SafeA9LH Installer, the 3ds.guide instructions state to use the latest releases and for good reason as later from what I learned it checks the firmware to make sure you don't break it after you restore your backup, however when you are on 2.1.0-x via the CRLTransfer the 2xrsa site looks for a arm11.bin file and also a arm9.bin file, the reason this didn't work with the latest release of SafeA9LH Installer is because those bin files aren't included, I was using those two files from OTPHelper which allowed me to dump the OTP.bin (however later also learned the way arm9loaderhax and safe works is it can do it without the otp, or rather it generates them all in one step)
but to the actual solution, knowing the 2xrsa.3ds.guide page was looking for those files I used an older version of SafeA9LHInstaller and the latest release of arm9loader hax
the version I used of safea9lh was 2.0.3 after that the exploit from the browser worked and i was able to install a9lh, after that i then updated everything to the latest version and updated again just to make sure, i then proceeded to restore my nand backup and went from there with luma and a9lh installed, hopefully this will be edited and reflected in the guide by those writing it as it can get a lot of less familure user stuck in 2.1.0-4 if they don't know how, which btw you could restore the nand .bin with otphelper as well, as i did once before figuring out how to get the exploit installed
anyway yay it works, good luck to everyone, its worth it in the end
