No, it's not. If it is rewritable, it is not rom.
That's what i'm saying, what you don't understand is that we often call rom chip that aren't rom
sometime it is a chip that is just software protected and the manifacturer call it rom

but it happen really often that we call a chip a rom while it isn't
so even if it is a bootROM it dosen't necesarlly mean that it is a rom or at least a true one (it could be blocked only via software while the hardware IS rewritable)
of course rom memory exist but it isn't because something is called a "ROM" that it is one

No. Software is semi-ROM, as it can be changed to be RW-E, but all chips called ROM are ROM.

Its often a missuse of the term and i don't know why they do it but they do
It ocur very often than a manifacturer says rom while it isn't
On top of that even some hardware roms can be flashed unusual ways
Ex: some bios can be HW flashed but are not supposed to even though the manifacturer call it a rom, often it isn't

The proper term for a phone 'bootrom' is a bootLOADER. We call games roms because cartridges are read-only. Some manufacturers do improperly site the storage medium as a ROM chip, however. That is on their part for using it improperly. And the 3ds bootrom IS read only.

Yes i wasn't saying that the switch bootrom isn't read only
my point is that it isn't because it is called a bootrom that it is one
so who knows maybe it is one, maybe it isn't but neither me or you know it

And saying it is a ROM because it is called a bootrom isn't a valuable point the only way to know it is to open a switch and to verify if the chip is indeed a ROM or not

There is no way nintendo has the boot sector as writable. They are not stupid enough to do that. They're stupid, just not THAT stupid.

Again not a valuable point even if it would be a stupid decision, it dosen't mean they didn't made it

They could have some reason to do so too
For example patching a bootloader issue
and maybe the chip's nand is then verified with a checksum behind so that it is rewritable but will only boot if it is flashed with nintendo certified code which wouldn't be that dumb of a decision
again then we could find a way to pass through the cheksum

Shouldn't we hold off until the end of 2017 when there are enough games out to do it, otherwise other third-parties may or may not see this as a wasted investment if it's hacked so early on?

why would hacking = wasted investment?
If you see something really nice, but it's all dirtied or rotten (like a fruit for example), would you buy it?
And from another perspective, if the farmer making that fruit only produced rotten fruit, would you invest in them?

The amount of people who hack their console is VERY small, even lower for people who hack it to a point where they can pirate.
 
I'm just saying it may impact on potential third party interest in the future (or maybe not. But still)

1. What system has the most third party games of all time and will continue to retain that title, likely forever?
2. What system is hands down the easiest to modify however you like, hack and pirate on?

But then again though. they were dumb enough to leave the otp decrypted back in 2.1
