I googled the first title id and it look like e-shop. I is bad that I have multiple pending titles?
Also is it ok to post the pending titles id numbers?

Most of them start with 000400X and some are 0004013X

Couple situations I know put titles there:

1. You have a pending title from eShop (sleep mode download).

2. You have suspended freeShop installs (you close it while it's installing stuff).

If you look up the IDs, you can see what titles are pending. Otherwise clearing them should be fine either way.

From looking up the first 3, they all seem to be system titles. I'll make a nandbackup just in case and then delete them.

Also It's ok to update to 11.3 because the new payload is out right?
as long you update Luma AND make sure incase you ever need to go back to 11.2, backup your NAND First. (you may need to either rely on soundhax or make sure you have the latest HBLauncher + regrab the starter pack.) otherwise yes it's safe.

What does restoring a nand change about the system(Besides the version)?

You need to download 11.2 payload again, and you'll stay again in 11.2, if you gonna try, select always in decrypt9 restore nand (keep alph9).
I don't know if arm9loaderhax needs to be updated too, i've seen most users are in Black Screen after update, but still can access to Luma3DS.

backing up SysNand is always good in practice espically if you use Emunand. but outside being able to recover from a brick or you accidently your A9LH install where you need a hardmod, it'll save you form making a paperweight.

Deleting pending titles gets rid of system update nags as well... until the next time your system checks for updates and downloads them again. That was the main purpose of that feature.
