Hacking System Transfer Failure - Error Code 028-3136

Going from 2ds to new 3ds I got this error right after it stated the transfer was completed.

There was a message about "checking the ability to trans" and right then I got that error code.

any ideas what went wrong? It was my first attempt on a system transfer.

I restored the 2ds and now its saying I can't participate in another trans for 7 days and that I cannot use this Nintendo Network ID on this system.

My NNID never transfered to the new 3ds

This was trying to dsiware downgrade

Just to update this thread. I found out I did the system transfer wrong. I pulled the SD card out of 2ds to trans data on computer before I should have.

The NNID trans over to the 3ds but nothing else.

Just to update this thread. I found out I did the system transfer wrong. I pulled the SD card out of 2ds to trans data on computer before I should have.

The NNID trans over to the 3ds but nothing else.
NNID transferred = you can re-download everything you purchased.
But if the movable.sed isn't transferred, then you cannot restore old DL game saves, unless your target is exploited & you have old save backup in SDF format.
To see whether your movable.sed is transferred or not, put a blank MicroSD to target, power it on and let the system create Nintendo 3DS folder, then see NewMicroSD:/Nintendo 3DS/<ID0>.
If NewMicroSD:/Nintendo 3DS/<ID0> is the same as OldSD:/Nintendo 3DS/<ID0>, then movable.sed is successfully transferred.

If the games disappeared that means the NNID was moved to the target. You can try the same thing as the person above (if moveable.sed transferred then you can move the DSiWare game to the target without another transfer).

So the NNID moved, but movable.sed didn't as the NewMicroSD:/Nintendo 3DS/<ID0> is different than the old one. cant move the dsi save this way, so have to try again in 1 week (move back) and then again 1 week later.
Legends of Exidia was removed from eshop, cannot redownload it. It is still in my backup though. Before transfer I should have moved it to sd card, as the new version of that guide says. Still hoping for something better on 33c3, 27-12-2016- 20:30 central european time.

If you bought it, you can always redownload it. Look in the redownloadable software page of the eShop.

Yep, That's what I thought.
It is N/A in my "redownloadable Software" List, I can see it in the "previosly downloaded" list, but cannot download (error 010-3021). See attached screens (sorry they are in german ;) )
So they blocked the redownload. I will move the NNID back to the first 3ds, and restore the game from my backup. Then Maybe try again. But after december 27th.

Well, I can redownload Fieldrunners, so that's weird. You definitely bought it and didn't use freeShop or anything?

Bought it for 7,99€ via credit card, yep. Maybe Fieldrunners was handled differently, and they increased security now.

Edit:
Called Nintendo to unlink the NNID from the target 3ds, linked it back to my source 3ds. Legends of Exidia was in my backup, so it apeared back with the modified save. I am ready to try again, but will wait for 33c3 on 27th if better hack is available.
If no better hack will be available, I will format target 3ds before transfering again.

Edit2:
System Transfer and NFIRM Downgrade successful this time:
Formated the target 3ds before transfer,
removed all unnecessary stuff from the source 3ds to minimize data to transfer
waited till BOTH 3ds'es said transfer ready
I used Legends of Exidia
