I am in Australia and wondering how one can restore purchases after a system format.
I go to e store but it wont allow me to re download.
Has anyone successfully rang Nintendo Australia and had there purchases restored?

You have to relink the NNID you had before the format.

NNID is short for Nintendo Network ID.

You had one when you bought that games, so thats your account. just need to remember it.

if you did not create a Nintendo Network ID when you purchased the games before then there's a chance you lose all of those games but do try to open eShop and check on history if you got any software that you could redownload..

Ok i am into my sons acount which he used to purchase all the dlc with but i can not see it in redownloadable software but can see receipt for it

do you have the game cartridge or digital installed on the 3DS? is there an option within the game to get DLC? could you try searching manually on eShop as well for the DLC?
