Homebrew What? When? Why? How? (Plailect guide question)

So, today I checked out the new Plailect Arm9Loaderhax guide, and was both impressed, and left with more questions than answers. So, I decided to browse and see if there might be an easier downgrade. Of course, i didn't find it, but something caught my eye.

If you are on 11.0.0 or 11.1.0, do NOT update to 11.2.0. A new update will be coming soon that allows for DSiWare NFIRM Downgrading without a second 3DS or hardmod for versions under 11.2.0.

Lets start with some questions:
When is this coming out?
What games will it support?
How does it work?
Why hasn't anyone thought of this before?!
So many questions, so little answers, so if anyone could answer this for me, be very nice!

Soon, the usual dsiware downgrade games you use, four swords the Zelda game too. Using arm11/arm9 kernel sploits. It's not that no one has thought of it, because no kernel sploits for those versions have been publically said etc research has been private
