So my n3ds has a problem where it doesn't want to launch anything like safeal9hinstaller, emunand, decrypt9, etc I can launch stuff like hans and menuhax. I am using oot3dhax to boot and I am on 9.2.I have also tried redowngrading to the same firmware and nothing. Do i need any thing else to boot those like do i need to get pasta to allow those to boot or am I just doing something wrong. Thank you for any help you give with helping me figure out this issue.

Did you downgrade to 9.2??? You probably are on a frankenFW: Run the downgrader again.

The GPIO System module is mismatched the expected version is 02048 and I have 03073.
The Dsp System module says expected as 05120 and the one isntalled is 06145.

Those two aren't reason to not launch the D9 or Safe9.
Do you have the proper files on the 3ds folder? (Maybe try a previous version of D9 to at least make a NAND backup)
Or first install menuhax and then launch Homebrew from there instead of Oothax.

What are you trying to do with the N3DS? Install A9LH?

You can try to do the 9.2 downgrade again and see on the screen if any new cia is installed. (Follow the procedure completly because sometimes the console reboots without showing errors even when they happen) When there's a file install, it will show onscreen and in the end, you'll see a "Reboot console in xx seconds..." (don't remember how many)

OR
Delete you're "3ds" folder on SD and follow the guide from here taking into account that you are on 9.2 (9.0.0 - 9.8.0: Skip changing the date and time and initializing savedata in the beginning.)
https://github.com/Plailect/Guide/wiki/Homebrew-Launcher-(Browser)

Ate the end of it, you'll be launching homebrew trough menuhax and you can remove the Ocarina cart from the console.

Then follow the rest of the guide on this page:
https://github.com/Plailect/Guide/wiki/Decrypt9-(Homebrew-Launcher)

So when downgrading it doesnt say it installed any files just installed correctly. Is that a bad thing to happen

So it is on 2.46-0 but it just goes to a black screen
This means the 9.0 native firm is correctly installed and everything should work. Try delete the entire hb setup, copy the latest starter pack and D9 to your SD card. It should work.
