Ow sorry I didn't see your answer so I have to check automatically boot to sysnand and then I have not fbi how can I install cias?

Yes enable the option to boot sysnand. Then from sysnand run homebrew launcher and then run FBI. You can install FBI to sysnand from there if you like, or just install the GBA CIAs to sysnand. Then run the GBA games from emunand and it should work.

I can't remember the key to boot sysnand. Best to hold select and change the option.

Ok. The other thing you could try is to use PastaCFW. So you'd boot sysnand, run HBL, run PastaCFW, wait for it to kick you back to sysnand, then run HBL again and then FBI. This shouldn't really be necessary if you're using Luma, but if FBI isn't getting the access it needs for some reason then running pasta might help.
