I think that one will done the job without problems and can have a very good performance with actual PC games.
 
That CPU looks a little weak for games like Prime, but Ishiiruka will solve that no problem. Building a PC is super easy though, the hard part is getting the parts. Putting the actual thing together isn't hard and breaking stuff is harder than not. I would recommend you build it, you don't need experience to do so.
 
Yes GTX 980 non Ti is most of time faster than 1060 the one that gets faster than 980 is 1070.
You see as said by Luckkill4u the market that NVIDIA have is very confusing, but well actually graphic cards market can be very confusing if you don"t know about it but AMD isn"t as confusing as NVIDIA can be.
 
honnestly, i think amd is more confusing than nvidia.

from benchmark, 980is only 6% more powerful than 1060

It's always been like that.
AMD has changed more recently to make things less confusing. Example would be HD7850 would be equivalent as a R9 280 and a HD7990 is equivalent as a R9 380. The old HD series was revamped into the R7 and R9 series and the RX (think R10) series is the new gen.

Save money on the processor by getting an i5. Put that money towards a better GPU. If you can afford a 1060, try to get one of those. It's the cheapest of the current line and outperformes last gen's mid-tier 970. Also these new nvidia chips have a thing called fast sync which imo is just the best.
 
Melee ran perfectly on a MacBook Air ( I played it at my school). That computer shouldn't have any trouble running dolphin. As long as you aren't playing those obscure games that have little to no optimization.
