No you need a freaking hardmod. Using Browserhax alone will not let you downgrade from 11.0.

You can't access Decrypt9 on 11.0. :/ The ONLY option for you is a hardmod, ffs.

• Transfer Between Regions.

• Use Decrypt9 On 11.0.0-33 WITHOUT A CFW already installed.

• Install ARM9LH.

You dont have those kind of elevated permissions to execute with a userland exploit.

So stop acting like a kid, EVERYONE already told you, YOU CAN ONLY DO HARDMOD on your JPN 3DS.
