ROM Hack Question about .CIA (for playing online)

Hello im new in the communauty of 3DS/2DS (im a big fan of WiiU)
my console : Old 2DS / A9LH / Luma3DS / arm9loaderhax / CFW 11.0.0-33 U on SysNAND.(my console was US)
i have FBI and DevMenu for installing .CIA .. but i wanna know its save to playing online with .cia games?
i found a smash bros US.cia but the game was region free.. im am on the lastest version on my frimware..
do i can update my game from eshop and playing online? or i need to patch something..
maybe the game a 3ds to .cia converter was used.

Yes it is safe to play online with CIAs.

Not all CIAs are region free.

example the legend of zelda majora's mask 3d EU.cia.. but FBI told me the game was region free.. and im on US console . can i get banned for this?

if you have luma3ds installed you can install cias from any region

yeah i have luma that good.
because some people trying to say .. you can get banned for using .cia and some tutorial show u need to get a header from you console for convert a .3ds to a .cia ..
that why im asking before made a mistake.

that is for the flashcart users, you can get banned if you do ilegal actions on multiplayer games like using cheated pokemons
