A week ago I just bought a new 3ds with CFW and title manager already installed
last night i just installed few .CIA files and this morning when i turned on my 3ds can't read my games, title manager and i think my Emunand wasn't working too but my 3ds can still read my save data inside my sd card and I checked my card on the computer and all my files were okay and still the same. Now i can't play my 3ds anymore
Could anyone help me please?
I just remember that i set up my theme last night, would that affect my 3ds?
My FW version is 9.2.0-20U

Can you be a little more specific? What happens when you try to launch a game? When you try to boot emuNAND? How do you even boot into emuNAND? With A9LH? With MenuHax? What CFW are you using? What do you mean by "my 3ds can still read my save data inside my sd card"?

All my games were missing, i can't open any games
Idk for sure how i boot Emunand. I guess my 3ds autoboot everytime i turned it on and i saw the rxtools guy's face on my screen
My saved software were empty but i still had my saved extra data in data management

Okay, I hope you didn't pay an extra for the fact the 3DS was hacked, because you could have done that is 5 minutes.
Anyway, the best thing you can do now is to follow this guide so you can start fresh and be sure everything you have is up to date.
I really don't see how you can recover the lost games unfortunately. Maybe you can try to reinstall them, but I have no idea why they disappeared in the first place.

The seller actually told if the 3ds were hacked so i can install .cia files. what would happen if my 3ds was hacked?why my games and title manager were missing?

You were most likely booting into cfw via menuhax and that got deleted.
You may have to reconfigure menuhax.

data management used to wipe all installed cias, not sure if this is the case anymore

did your 3ds have a colorful screen every time you turned it on?

I really hate people selling off 3dses with menuhax.
It puts the buyer in an awkward posistion where they dont know how the hacks work because they didn't set it up themselves.

The only reason I would consider this okay is with a9lh updated sysnand and fbi preinstalled, because there is not danger of messing up.

Also @op it sounds like your menuhax is not booting into emunand anymore.

Why that happen?

How
http://smealum.github.io/3ds
Boot the homebrew launcher and then there should be a menuhax_manager app.
Why my menuhax wasn not booting into emunand anymore?
How to boot my homebrew launcher?
Last night i changed my theme also

Changing sysNAND theme uninstalls Menuhax. Also, make sure you didn't update sysNAND...

it's already uninstalled. When you change theme, menuhax gets uninstalled.
But how about the menuhax files on my sd card?
You have to reinstall menuhax from the internet, right?
Oh yeah 2 days ago i changed my theme from default to blue, that's why my menuhax wasn't working anymore?did menuhax had rxtools guy on the top screen?

Backup your boot.3dsx on your computer. Go to Smealum's page as instructed, download the starter pack and put it in your SD (if it wants to merge 3DS folders and overwrite boot.3dsx, let it) and boot into the homebrew launcher. Smealum's page will tell you how you can do it. Probably by browserhax. Then in the homebrew menu, choose menuhax installer. Follow the prompts to have it installed again. Choose options that are don't hold any keys to boot. Put the original boot.3dsx back on your SD card. It should work again now (I may get corrected as I never actually set up menuhax autoboot on my 3ds so I may be missing something).
