What version of FBI are you using? The latest 1.4.17 will allow you to overwrite the agb_firm. Just make sure you install the correct cia corresponding to agb_firm. Are you trying to launch gba through sysNAND or emuNAND?

Are you running CFW (AuReiNand, Cakes, or ReiNand)?
I have a folder in my sd called "rei" so, i think is ReiNand or AuReiNand. In my 3DS version says "Ver. 10.3.9-28E" that's because i think im always in sysNand. I injected emuNAND in sysNAND.

You need to install GBA games both to your sysNAND and emuNAND.

I'm just not sure if AGB_FIRM should be installed on both emunand and sysnand as well.

It looks like you are running updatedsysnand (AuReiNand). I am not as familiar with updatedsysnand.

Here is the description of updatedsysnand (from AuReiNand thread):

Updated sysNAND mode:
- For this, you need A9LH. You can toggle it by creating a "/rei/updatedsysnand" file.
- Normally sysNAND is autobooted.
- If you hold L on boot, emuNAND will be booted with the 9.0 FIRM (firmware90.bin) so you can use exploits (you need to create a 9.0/9.2 emuNAND for this!).
- If you hold R on boot, emuNAND will be booted with the firmware.bin on the SD card.

First we need to verify if you are using updatedsysnand or emunand. Follow this description and look at your rei folder on SD and see it the updatedsysnand file is there. If not you are probably running emuNAND. At that point depending on what you are running we would need to reference http://gbatemp.net/threads/aureinand-n3ds-o3ds-a9lh.411110/ to see how to proceed. I feel it is easier to utilize emuNAND for everything cause I can play everything from there without touching sysNAND. The only disadvantage of this would be if you have a low capacity SD card. If space is not an issue, for ease of use, I think emuNAND will serve you best. Let me know and I'll keep trying to help.

Updatedsysnand is better for GBA games as well.

No need to install them twice, and saves aren't broken. (There's been some reports that GBA games don't save on emuNAND with A9LH.)

@Aurora Wright fixed this in more recent releases of AuReiNand. After playing GBA from emunand after exiting the game, AuReiNand reboots to sysNAND to prevent save loss. The system does need to be restarted to get back to emuNAND. I use quick shutdown and guick reboot installed as cia on sysNAND to get back to emuNAND.

Then yes, update to 10.6, make sure you're on the latest version of AuReiNAND.

That would get pretty annoying. :P
