Can you system transfer a universal CIA?

Can you bypass the local wireless region lock if you're using a US .cia but with a EUR 3DS?

Like say Trifotce Heroes US.cia installed on a EUR 3DS would i be able to local wireless play with US 3DSes? Or would it still be region locked and My only option is to change emunand region?

Yes you can system transfer legit cias.

no, you cant install legit cia files without being able to install legit cia files some way, i.e not hard mods or bat files

and no you cannot system transfer "legit" cia files as they arent actually legit "legit" they pass checks on the 3DS side, but during a system transfer they are verified server side if your console actually came with that legit game installed, if it didn't well it doesn't give the target 3DS a new ticket as your source console never had the game installed officially

After installing the 1.1 update cia it should be ok. I didn't try friend codes yet, but if you just play with randoms, no problem.

unsigned Cia requires CFW to be used Signed CIAs do not

you installed a pirated cia... ok
how/where are you playing the retail cart?
probably the conditions you are playing the retail cart in are not the same conditions that enable the pirated dlc to be recognized

Running in rxTools Emunand 9.5.
All the DLC I bought appears normally.
Everything is US region.

i installed Fire emblem awakening and DLC both they are US ver but when i go to check DLC i get error "can't access SD card"
