This needs to be changed soon:

IMPORTANT: IT IS NOT POSSIBLE TO INSTALL CIA FILES ABOVE SYSTEM MENU VERSION 9.2! THAT ALSO INCLUDES ALL NINJHAX2/TUBEHAX/IRONHAX USERS.

Might be jumping the gun a little there, friend.... There's a big difference between "legit CIA" and regular CIA. There's like, what? 10 legit CIA's (maybe more?) versus the rest of the 3DS library...... :P

I have done it too, but in the end when if you system transfer, those cia will not work for some reason , a guy here made a all posible combination and all were a fail in the end.
That is because your system never actually gets the right tickets on Nintendo's side. When you try to do a system transfer it checks that, and because it doesn't have any games associated to your NNID or to your 3DS, it doesn't transfer anything.
But simply having the proper tickets in your ticket.db is enough to allow re-downloading via the eShop. Re-downloading off the eShop doesn't give you the right tickets on Nintendo's side still, though. So everything is lost if you system format.

I'm currently confused, are you able to install Legit CIA files on ANY version above 9.3? Or, is it simply 10.1 or below or whatnot? I'm new to Homebrew, so I need some help.

O3DS fw 9.9 Ironhax
Installation failed.
Try menuhax. Also are you sure you have enough space? That solved my errors.
