Hi!

Nintendo released videos on Nintendo eShop. So, Can I modify these videos?
I'd like to change the video, the banner.bin and icon.bin. It is possible?

Not sure what you meant with this, but I dont have a 3DS. Im stuck working with whatever ppl send to me. All the games I saw so far uses videos on the ".moflex" format, that is a proprietary format. Since this isn't exactly a game, there is the slim possibility that it uses another format.

Now other problem (Why not!), If I got the .cia, how can I decompile it? :) (I don't know if I said this: I've 2DS SysNand 7.2.0-12E and EmuNand 10.3.0-29E)

Titles are in .csv
Settings too
Shaders are in .shbin
Sound Data (?) is in .bscar
Layout(s) are in .arc.l
And finally language files are in .msbt
