Hacking Converting dev roms to retail roms?

I've had little trouble running repacked dev tools.

Out of the following (discounting both devmenus and SDFL) I think only one or two didn't work.

They're about five minutes of fun and you're done. These are the ones that work, there's a dozen or more than don't.
Perhaps because they either require permissions retail units don't have, or permissions Gateway have restricted us from using.

No. Permission is not the keypoint.
We are under investigation on a dev rom that requires no extra permissions other than hid, gu and some basic services. It still can not run after some surgery on the rom.

Also possibility that newer firmware stops them from working, or changed permissions.

Ok i have converted the files but when i go to install them they are just replacing each other for example; if i install Config and then go to install Bosslotchecktool it just overwrites Config ? I am assuming its because i have somewhat given them all the same "Name/key" ?? If so how can i fix this and prevent it from happening ?

Ok i have figured out that it is because of the UniqueID but how can i change it to be unique for each .cia
