Hacking Question about Legit CIA transfer

I have a 4.5E 3DS with PBT-CFW and A regular 3DS with 9.6U, I would like to know if this would work.

1: Install Clean CIA to 4.5E sysnand
2: Make Gateway Emunand 4.5E
3: Boot into RXTools/Mode and update to 9.6E Emunand
4:System Transfer to 9.6U 3DS
5: Go to eshop on 9.6U 3DS and do whatever it is you do there

I would like to know if it would work. Also, I think that since the region is different, I can't transfer.
If this is the right way, then tell me. If it isn't, please tell me how to do it/or/how it isn't possible. Thanks!

Won't work, since both systems have to be of the same region.

There's no workaround as far as I know.

Only for the US clean CIA files......but getting eshop/system transfer working on a. Region swapped console is a whole other matter

Oh, okay! I guess I'll just wait until my other 9.6U 3DS gets Nandmodded to use for this instead of my 4.5E one. Thanks for the help anyway! :>
