You should have the ncchinfo.bin and the Launcher.dat on the root of the sd card(BTW the launcher.dat is GW encrypted, so you need to use the GW Rop loader), then you run the exploit as usual
 
Libctru was recently updated with the application manager commands. It shouldn't be too hard to make a CIA installer with thes functions.

Ooooh. It would still only work on 4.x though right?
Semi-related: it would be cool to have a forwarder-like .cia to launch an executable (mainly homebrew) from the sd, with no need to reinstall the .cia to update the software

Why did you quote me :P ? I wasn't referring to updating to 4.x, rather the new functions in ctrulib

It's the same concept as gateway's firmware spoofing I believe. The games using new firmware's sdks don't use any new features, excluding 8.x and smash bros
