I have never heard of this series of games before, but it seems to be wildly popular on the internet. From looking into it, it seems to be the following:

Japanese developer + high school age anime characters + story driven narrative

This seems like it would be something so dripping with "coming-of-age drama" that it would only appeal to teenage gamers, or (because of its Japanese origin) people who are exceptionally "Ugguuuuuu~"

Is this an accurate conclusion? What is the gameplay even like?

It certainly only does not just appeal to teenagers. This series is a spinoff of a rather dark JRPG series called Shin Megami Tensei. Like Shin Megami Tensei you collect demons that fight for you in battle. Persona 3 especially holds a special place in my heart. It dares to ask some great questions about life in general, like "What's our purpose?", "You only live once, make the best of it", "Why should others be happy when I cannot?".

In short: I don't think you would say that if you actually played through Persona 3.

What is exactly P4A2? Isn't it just a refined version of P4?
It's an actual sequel to arena. Quite a few people think of the Arena game as "just a fighting game with persona characters" but it actually continues the story from Persona 3 and 4. If you only play the new persona 4 arena ultimax, you will be missing out on some things in the story mode that happened in arena.
