Hey, I'm not sure if your still available for feedback anymore, but I had a similar situation leading to your error.
USBLoader GX on my end showed an error saying "USB device not initialized. Switching to channel list mode" before revealing the "COULD NOT INITIALIZE DIP MODULE!" error where I couldn't open the program. I may have a fix to that.
When opening the usbloader_gx folder on your computer, there should be a configuration file called "GXGlobal". That file contains all of the settings from USBLoader GX that are set as variables. Open that file using an open-source text and source code editor (say like NotePad), and scroll down until you find a global variable labeled as "LoaderIOS=."
USBLoader GX needs to have the loader IOS at 249 or 250, as that's what people say it boots from. In my situation, the variable was set to 245. Once you save the changes from whatever number it was to 249 or 250, the "COULD NOT INITIALIZE DIP MODULE!" error should go away.
If it doesn't work, try messing around with other settings so long as you don't jack up the program. There could also be anything related to how out of date the homebrew cIOSs are, which is identifiable through a SysCheck before finding further details through BootMii. But given that this post is 13 years old, I don't even know if you've solve it already or anything.
