Is it possible to make a Flash Virtual Console via the Flash Lite Code that the Internet Browser Used?

And No, this isn't another ruffle port question. The 3DS Internet Browser used Flash Lite but then was removed.
HOWEVER Bringing an example: such as the Wii Channels that had Flash Lite, the homebrew community was able to extract Adobe's compiled code of Flash Lite to a new Virtual Console type.

Is that possible on the 3DS and does it support ActionScript 3 SWFs?

You may reasonably assume that if this was even somewhat difficult to do, then someone would have done it by now.

Adobe said that Flash Player will be removed in all browsers in 2021. It also happened with the 3DS Browser and you cannot play Flash Content anymore.

Yes, people extracted Adobe's code from the Wii Browser and used it for creating a seperate virtual console that as i know: is made from the "ground-up" by homebrewers.

Are you sure the 3DS browser ever suppoted Flash? All my research (such as forum posts from 2011) tell me Flash was never a thing on the 3DS.

That does not mean that all browsers supported Flash before 2021.

You can hardly say something was made from the "ground-up" while also using extracted code. Also, the Wii browser is completely different from the 3DS browser.

Wii Flash injector here. The Internet Channel's Flash was never extracted for Virtual Console. That and a few other Wii channels all had independent Flash applets, which allowed Flash Lite 3.1 support for specific purposes (like the YouTube Channel video streaming). The way it got on "Virtual Console" was through recycling a previous WiiWare title, which was Back To Nature, to have Virtual Console layout. Ofc, this is known to be the Flash Placeholder / Flash Base 25' WAD.

The 3DS had never implemented this technology. Which is unfortunate.
