I did the math, greater Toronto 7 million, greater Vancouver 3.1 million, Calgary 1.7 mil, Montreal 4.3 mil

Population of Canada, 41.3 million

16.1/41.3 = 39%

4.3 mil is the greater montreal, not montreal itself. Also, there are smaller town, usually more in the north, in regions we call.... regions (I know, but that's literally how we call these regions in french). Just in the province of Quebec, we have over 1000 cities, but for the most part, they have extremely low population. For exemple, the Abitibi region has 79 cities in it, 148 000 inhabitants, and yet, if we count only its four biggest cities (Rouyn, Val-D'or, Amos, La Sarre), we get 96 000 inhabitants. So the 75 other cities share the remaining 52 000 inhabitants. There are a lot of cities with less than a 100 inhabitants here.
