Well, let me explain

Spoiler: actual spoilers

There was an actual war between two very powerful factions (Emperor of the sea Edward Newgate and his army vs The World Government and The Navy). The war was near the end, with one faction starting to overpower the other after killing their main and most powerful soldiers (The Emperor himself). Then, these characters showed up, and they too were extremely powerful. This small group of character is considered as powerful as each side were at the beginning of the war. They said they came here to put an end to this war. Needless to say that neither of the side had the strength to continue the battle.
Also, the red hair man asked to retrieve the bodies of two of the fallen soldiers (one of them being the Emperor Edward Newgate). The leader of the Navy agreed by saying "I agree, because you are the one asking". To this day, 15 years after this war, we still don't know for sure what he meant by "because you are the one asking" even if we are starting to have clues about what it meant
