for the spinning tower I just used one of the platforms to be at eye level w it then spammed arrows at it to hit the thing inside that then stops it, however before that you need to get the sludge off so use the waterfruit on an arrow or use the exploding water ball to get it off then spam arrows to stop it. The other one spin the wheel with the attachements below, then use a water ball to power up the pump house door.

you are supposed to explore and find some ruins in kakariko village, then it will clear the thunderstorm and it's easythe whole 5th sage quest is stupid , finding its location is insanely painful, and they put 2 confusing islands.
By far the worst main quest

Impa reappeared magicaly in the forgoten temple and she said that she will continue her reserch in kakariko village but I haven't seen her since, I don't know if this is as far as you gotten or this sounds new?
Run around the stable and find tree's. You'll be able to hear the flute he plays the closer you are and then look up into them you'll see him.
Around where the final tear was where it was introduced but wayyyy up in the sky islands is where I finally found it after checking the ground level of the same area all sorts of times of the day lmaoo good luck it definitely took a couple hoursssss
After heading down the hole there should be someone by the fire who will tell you he last saw him west. Head west from his location and unlock the first shrine you run into. It should be called Iyausus Lightroot and he will be there nearby a statue I believe (if not near the statue he is still very close to the lightroot)
