The hack hook the code that update the stats. If ZL if press when those stats is updated the hack move the max value into the current value. Moving the cursor away and back is not enough, the stats has to change, i.e. move the cursor to another unit (can be enemy unit, just don't press ZL when the cursor enters the location) then back.
You can hold ZL then use L or R to cycle the cursor through all your units and they will all be good as new
If I were to look for a code to stop a timer (the layout of which is 00'00"00, you know, like a stopwatch) and keep it at 00'00"00, what parameters do I need to set? Is it a u32 or floating value? Can I use equal numbers or is this an unknown search?
There is no standard, make a guess then try it, make another guess then try it, until you found it or gave up. I normally try float in seconds first. There are many ways to do the timer and sometimes it's even the reverse. i.e. you see 30' its actually 0', you see 29' it's actually 1'. For float it may or may not have decimals. When you see 1 it is not 1 if there is decimal, it could be 1.001 so search for [0.5 .. 1.5] when you see 1.
