Well until the age of 15-16 that's the belief most guys have.
Especially introverts, I can kind of see how some people have a hardtime approaching the opposite sex after being bombarded with "newage feminism" that they get scared.

Anyway it's very simple. You're in a club, and she's new. Just approach her when there's a moment that seems correct (taking a break or whatever). Say Hi, and start a conversation. It's really that simple. The hardest part is growing some balls to do it. But once you do it's pretty easy from there.
