thats Remote view/Control not Emulating, Completely different, and before you go "The GPD and 3DS are too similar so it Must be possible!" No .. it isnt.

ARM CPU's =/= same as an Intel Atom (x86-64) the big reason Dosbox with windows runs like total Purse Ass, is the overhead of CPU Emulation.
everything Else, Most android phones would do this better. and only SOME newer Snapdragon equipped ones could *Theoretically* run it natively(windows) or have a far far faster performance because these newer ones have an x86 Core. the GPU architecture is also far vastly different as well, and running everything off the 3DS's MicroSD is slow as balls for this task. GPDWin is expensive for a Reason.
If you really want a Portable on the suuuuper cheap Windows 10 Experience, grab a Raspberry Pi 3B+learn to Solder, a Cheap Waveshare LCD Screen, get a nice case and well known and long lasting Battery, there is a WiP Project that has Windows 10 ARM running on the Pi3/3B+ (which has Some x86 Emulation) and not the IoT Core, it'd be hella no GPD Win, but it'd play some basic things at least. at worst well you just made a Retro handheld Far better than anything for the N3DS's limited Specs, (but we're all here to make use out of the System we have yah?) if you can solder for Shite, theres "PiBoy" and that new Modular Pi based kit for 200~300$ far cheaper than an GPDWin but just under the cheapest win10 netbook,
not trying to be mean but this sort of "I dont want to pay out the ***" or " XXX is weaker than the 3DS , so the 3DS can Surely Emulate it!" threats come up often enough it wears down some temp'ers (look at the common argument about N64 Emulation on the 3DS) Most outright will refuse to understand the vast evidence or understand exactly why the 3DS just cannot with no matter how much "Optimization" since theres ohh so much you can do with aging hardware.
