Hardware Wii can't be turned off

Sometimes the Wii couldn't be turned off through the power button. Is it safe to unplug it? What could be happening? Also, an HDD is attached to the Wii.

Hold the power button for 5-10 seconds.

Yes, holding the power button 5 -10 seconds will turn any wii off.
