If it's the former then since teenage pregnancy is an issue already, I won't really be surprised if they put it on tape.
13 and up is legal in some areas of the globe and it can be pretty hard to tell the difference between a 16-17 year old and an 18 year old (usually referred to as jailbait). The stuff they are after is the 12 and under

You also have fun stuff like the UK laws.

16 is unilateral age of consent for most countries and dependencies (17 for Northern Ireland and according to the link from Linkiboy 18 for male-male in Guernsey and Gibraltar). I think there might be an exception for teachers and those who hold some position of power over someone (carers and the like) although not sure on that one for the UK (common across the rest of the world and although probably not law almost certainly a key tenet in the contract/work agreement). As a sidenote I occasionally see US TV shows where the person on trial/being questioned has slept with a 16 year old and I find it almost as odd as the 21 drinking bit.

However in 2004 the age where an "indecent" picture is legal became 18 (I forget the act it was passed under/or was amended to but I 90% sure it was 2004 probably pre summer break, exceptions come in I think for married people and if they are not distributed).
Now if memory serves the Sun (national tabloid newspaper around here) used to run 16 and 17 year olds as page 3 girls (topless shots). Being a newspaper (apparently anyway) their back issues are available at public libraries. Ergo child porn effectively available in libraries.

Next up around here is probably going to be "extreme" porn (a morely vaguely defined law I have not seen since I went reading religious texts a couple of years back). http://search.theregister.co.uk/?q=extreme+porn (this also includes cartoons/anime/manga according to some and I am sure you all know how hard that will be to police).
