Hacking Usercheat file questions

I have a SC DSTwo and have a few questions:

1. Can the Usercheat.dat file be edited? If yes, how?
2. If yes to both of number 1, how can I replace a code for a DS game?

Ok, I found an editor for the file. I asked because the code for "Invincible Train" in Zelda Spirit Tracks US version doesn't work for me: It shows the Train leaving station, but then just shows that while Train is still moving on Map. Is there a working code that I can use? Here is original code:
