I do not recall how I got the themes directory under _system_ but that is what you need, and I will say extracting the new firmware shows no themes directories under _system_ so anyway here's what you need.
Go to your _system_ directory and create a subdir called themes then under that themes directory create a directory called theme01, theme02 etc until theme12 and then extract your skins to those directories seperately.
