Repairing 3ds cfw install help

I recently purchased a new 3ds xl off ebay, stating that it was for parts/not turning on. When I went to test it, surprise surprise it turned on, but was modded and maybe bricked?

I was able to follow a guide on here that fixed it, but when I went to turn it on the next day, the brick came back. It has godmode9, luma, 3ds fast launch, and some other mods I'm not familiar with installed.

Currently the screen is just quickly scrolling through different qr codes. I was wondering if it were possible to do a clean install of just the basics like gm9, luma, and fbi stuff. It still has all the base files on it, like the nand backup.

Okay, it finally finished scrolling through qr codes, I scanned the final one and got this code:

Edit: Okay, I turned off, restarted with start button pressed, and relaunched gm9. This time it asked me for date/time. I input it, and then it went into gm9 menu as normal and launched normally. Any idea what is going on?
