Yes, there are a lot of scammers on Patreon.
Not all are scammers but that trend is increasing.
I get a lot of bots pledging to my project, and they are fake accounts, and Patreon is taking care of this problem apparently.
I'm not sure about Exzap though, Naughty Shinobi pulled probably one of the biggest Patreon scams I have seen like I mentioned earlier, so you never know.
Don't get me wrong, I am not saying Exzap is scamming, but his way of doing things seems half-baked recently.

Well, I would not say half-baked. He did work on the emulator for ~2years or so before releasing it to the public, and now he's updating it frequently by every other week with huge progress. At some point he'll make mistakes and half-assed decisions like everyone else.

I do agree mistakes are common and even I make them myself.
However, when I need to make a decision I am getting paid for I put a lot of effort and time into it to ensure it meets my Patrons and fans expectations and not just my own.
He's not wrong in what he's doing but a lot of people including Patrons disagree with what he has done, so that makes it a disagreement by a majority of Patrons.
Just because you do things differently, doesn't make the way YOU do things the right way, and Exzap's wrong; quit being so arrogant.
Believe he's a scammer or not, what matters is that he IS producing what he says he'll produce, a useable, functional, improving, WiiU emulator. Just by doing that, he's fulfilling the terms of the Patreon promise, and that's all we Patrons have a right to expect.
He doesn't have to do what I do, he made his own thing and I don't expect nor want him to follow what I do and if he did I would be flattered.

I wouldn't call it arrogance as you simply put it.
I'd say I am being a super fan, someone who cares about the project enough to offer advice as a fellow creator.
And in my experience, only creators tend to understand that.
Also, have you read the Patreon terms and notices... honestly?

That's the impression I'm getting from your posts. You make a reasoned argument, but to me at least, it boils down to "How I do it is the only right way to do it", and that's really not... right.
Of course I have, and I found them somewhat wanting and open to interpretation at many levels. Exzap IS producing what he says he'll produce for the money he's being given, and I really don't care about what uses be makes of said money. It's pretty clear this is his main job, and the guy has to eat...
Could we all just stop now talking about whether the drm is okay or not, whether exzap made wrong or right decisions..
In the end it boils down to the following:
Exzap offers an early build for people who donate.
People get it if they donate.
If they dont donate they get it a week later
His Emu, his rules..abide or gtfo.

I don't mind just a week long wait to get a free version considering how fast the progress of improvement has been, other emulators take months or even years to take such huge steps.

Nothing new
Only some minor additions and run 3 games
There is still a drop in the frame rate and graphics have not improved
