Yeah, we working at the same thing, mate. I poked around on #3DSdev, and found that the closest thing this'd be able to do to what you want is running an eSHOP game.
Homebrew Regionthree modification: need help loading from sd card.

Ultimately it comes down to whether or not FS:GetProgramLaunchInfo will be able to read the SD card as if it were a game card. I seriously doubt it.
Already being hosted, so do you need any help?

Like target a Specific Game Cartridge for example?Would that make it work better perhaps? Cause some games just won't boot with RegionThree (One being Pokemon Rumble Blast)

Er, the idea is still really sketchy, at best. No real results have come from it.

There was a comparison of the number of Ibuprofen poisonings before and after they limited the maximum dosage per box or per pill (i'll look that up). No limit on the number of boxes you can still buy as many as you want, so people argued it was pointless.

Here we have ketoprofen that used to be prescription-only because of the risk of toxic dosages, but then they halved the dose per pill and sell them in bottles of six pills apiece instead of twenty and it doesn't need a prescription any more. Yes you can buy more than one bottle but people simply don't.
