Psvita vs Pstv for PSP emulation

Probably fewer pstvs out there. It was discontinued in less than a year. With that being said, a vita might be cheaper. Also, if he cares about vita games, some games need the TouchPad on the back.
Not that i know, he will use it primarily for psp, psx and various nintendo retro game consoles.

If your friend plans on playing PS1 games, unofficial CDDA games may not be playable on the PS Vita (including PSTV) - I've experienced this personally.

From what I've gathered, this is due to POPS working differently for the PS Vita because the ME (Media-Encoder) chip is missing.

Quite a few will work on vita if you use pops-fe or chovy-sign.
You can also improve the operation by changing the disk id or changing the compression ratio.
Furthermore, you can run ps1 stably with retroarch
You can even run pocket stations that don't exist on the PSP
