Would it be possible to run (or emulate) an older version of Android (Eclair, Fro-yo, Gingerbread, etc) on a old or new 3Ds?
Actually, RAM and CPU are just below average for an old version with a backported ART, but perfectly plausible.It's very unlikely.

The main problem here is that the GPU just sucks *really* badly, so even if you were to make a driver for Linux 3DS with integrated patches from Android, it'd still run way below spec, given how Android uses the GPU for EVERYTHING (remember Android on the RPi? Even worse)
It's perfectly possible to run something like X11 / Wayland composer with IceWM though, and it somehow looks pretty spectacular for 400x240
