Pokemon Ultra Moon not booting up

i downloaded a .cia of ultra moon and it just wont boot up and just shows a black screen. ive tried deleting it then reinstalling the cia from a different website and the same thing happens. i also tried downloading pkmn ultra sun but i had no luck. i tried to import a seed and it still didnt fix it. im using an old 3ds xl btw.

Had you done any sort of region change to that console?

Had you completed a system format from what the guides tell you to for fixing the issues extended memory mode games have when region changing? It will be recommended to backup everything before hand
i tried doing a system format but it gives me the 005-5602 error code when i try to format
