The cart doesn't have to work on 11.4. The whitelist is not applied to the bootrom afaik.
- Update to 11.4 and wait for ntrboothax to be released. It will require a compatible DS flashcart that works with 11.4.

Sorry I havn't replied until now but I was away, fortunatly, while I was away I managed to get another old 3DS and a copy of OOT3D for £35 so managed to softmod the one I wanted to do pretty easily.
So now I have 3 3DS's all softmodded.

As long as you have either B9S or A9LH installed with Luma3DS, you can safely update via the system settings.I spent £35 on a mint 3DS with 4 3DS games (OOT3D included) carry case and external power bank.

Have you looked at the list of ALL homebrew entry points? If so, Have you thought about using those to get access on 11.4? If you by any chance have a Pokemon Sun/Moon copy you could use those to update to a version where you can run SafeA9LH installer, then you can use that to upgrade into Boot9.
