Gaming Nintendo Zone DSi Debugger doesn't work

I have a Nintendo Zone DSi Debugger rom when i launch it show a error message
The debugger rom contain text in hex editor with info like html files and debug info
Should I edit something in hex editor?

you use it with unlaunch so its for this that is like that

for using the debbuger you will need Hiya CFW or Twilight menu
