I need NANDmin.bin file. Do I have to restore it or can I skip this section?

Don't update until you install it. And flashing the NANDmin.bin will restore your 3DS back to version 9.2, where you could simply just update through System Settings to update to the latest firmware.

To ensure it's properly installed either you will see Luma's settings pop up once you reboot your 3DS (if you have it's arm9loaderhax.bin in the root of your SD) or boot your 3DS without an SD card and it should shut off immediately.

Yup, and you're sure you installed arm9loaderhax? Because if you update without it, it'll be extremely hard getting access to homebrew or a downgrade method as the only known methods are either hard mod, or an already hacked 3DS.
Yes, clear cookies and cache and sometimes it doesn't work on the first time. Just make sure everything is in the right place on the SD card.I went to the website and the screen froze on the bottom, I pressed select and it switched off. I didn't have to turn it off.
