I've been trying to get rid of the fbi (cia) because I want to use the 3DSX version with the Rosalina hb launcher but it doesn't show up in the system settings. Is there any other way to get rid of it?

Delete from FBI? Either version should work. Go into Titles and it should be one of the green colored titles. If you have H&S replaced with FBI, you can try restoring H&S in GodMode9 or Decrypt9.
