I found this on a Japanese rom site.
It is a tool for converting DS games to cia, made by 7zero.
The site provided Japanese and English version of the program.
Since it's from a rom site, I won't say where it is from.

Okay, it's fake, I tried 2 to "convert" 2 different ROMs, and the output file is exactly the same. However, it really looks like it's a "real" CIA file by looking at it through an hex editor, but it's more than likely some program that wipes your SD or your NAND.
I decompiled it, look at this:

Actually, by looking a bit further into the file... It's the boot NTR CIA. Really. The guy made a "bootNTR.cia creator". Oh well.
Compare if you don't believe me (the output.cia file is the "Converted ROM", the "BootNTR.cia" is the latest version of boot NTR).
