You can get usrcheat.dat from the YSMenu sticky topic "RetroGameFan's updates/releases", download the "DAT update" and it's in there!
But, what kernel are you using? if Wood or YSMenu you're all set. If the original R4 1.18 software you will need to patch it to support the huge (compared to its time) cheat files, and honestly you should consider switching to one of the former for increased game compatibility...
