ROM Hack Issues changing Pokemon Moon's shop.cro file.

So i've been trying to change some stuff with Moon's shop.cro, as in make all pokeshops before a trial is completed have master balls for sale.

However, I can't get the file to apply from pk3ds. I've tried SaltySD, but the game freezes when i try to open the shop. I've tried rebuilding the game, but it doesn't change anything with the shop. Any help is much appreciated as i've been tearing my hair out trying to figure this out.
