I want to make backups of some of my xbox 360 games.
I have software to clone the games, but it can't read the disc.
Is there Software to read xbox 360 disc's on a PC?
What are they called?

ABGX360 or WXRIPPER should work. But I think abgx is just for patching the iso files.

You want xbox backup creator. But you'll need to have a 0800 flashed drive in your pc that allows the discs to be read. I think the model is the ihas24... Check c4evaspeaks.com to see what drives can be used to rip games.

You'll need a 0800 flashed 360 DVD drive or a Kreon drive (some LG drive which is barely used these days)
Xbox backup creator is the software of choice.

The best way to back it up is using a X360 USB Pro v2.
This eliminates the need to flash them to 0800 and provides power and a SATA port.

I just purchased a 2tb HD to use with xbox one to use backwards compatibility with xbox 360 games..
Is there software I can use to read this hd drive (with exbox 360 games on it downloaded from MS via xbox 1 console) if i connected it to my PC?
That seems to be a easy way to backup my 360 games

That won't work.
Seeing 360 games are "ported" to the One.
They contain different code.
