I'm no PS4 guy, but it seems like the PS4 System Software version you have currently is too low to support the game you're trying to install.
Since an actual PS4 Homebrew Expert is yet to get to you, please hold.. Your call is very important to us.

Joke aside, my best-guess recommendation is to check for the latest version of Hen, update to the latest version of Hen, then update to the latest PS4 System Update version that Hen can support. Carefully, of course.

using a different region game is likely the problem, because the title ids don't match. you can't simply swap them either. I'm not sure why it's saying you have to update to the latest unless the latest update was downloaded to your system. check notifications.

Nah i have a 9.5 version, nothing to do with regions

will you do me a favor? use orbis-pub-chk to extract just the eboot, passcode all 0's (32 of them, but it will stop you when it's enough). see if you can extract it.
