ROM Hack how to make .cia files from ncch files?

i used decrypt.exe to decrypt a .cia file of animal crossing new leaf : welcome ammibo but i got two .ncch files , since i am a newbie at decrypting roms, this confuses me, how do i use makerom.exe to make a .cia file? sorry if this post sounds stupid.

What exactly did you do with the decrypted rom that your rebuilding it for?

i just decrypted the rom, i didn't modify it.

all the ncch files and only one exception dsi extension game cant be converted in cia. Because they dont have official tools to do it.

All the dsiware games can be converted for sure %100 to cia,the only exception its foto showdown(rpg monster battle using the dsi cameras)

Foto showdown exist in format .dsi extension and can be played by a cyclo dsi flashcart or play high price with a original cartridge and use it in your nintendo 3ds.

It cant converted to cia and neither play it in Twilight menu.
