I remember the days of using homebr3w and using fbi to download homebrew apps made by the homebrew community directly on my 3ds. is there a solution to doing this in 2020?

You should install Universal updater, it has everything you need and it can even update everything with a few steps: https://github.com/Universal-Team/Universal-Updater/releases

What do you mean? I'm able to use Homebrew on Citra, like the Universal Updater.
